The 2025 Sunshine List has been released, revealing significant pay changes among public sector leaders across Ontario, including several high-profile figures in London.
This Sunshine List includes more than 400,000 public sector employees, including politicians, doctors and teachers, who earned $100,000 or more during the year.
Several senior executives at Fanshawe College recorded notable year‑over‑year changes in compensation.
Fanshawe President Peter Devlin took a pay cut of approximately $10,000 compared to 2024 with his salary listed at $345,886.
Wendy Curtis, dean of Fanshawe International, received nearly a $50,000 pay raise, bringing her salary to $239,895; a 23.9 per cent increase from $188,638 of 2024.
Tania Caza, vice-president of students, employees and culture, saw a 28 per cent increase, with her salary rising about $70,000 from $208,869 to $277,318.
Senior vice-president academic services Susan Cluett had a 37 per cent pay increase of roughly $90,000, with her salary rising from $196,360 to $285,980.
In a statement, Fanshawe College said the changes may be attributed to one‑time payments, changes in position or other non‑recurring adjustments and “do not necessarily represent an increase in ongoing annual salary.”
At St. Joseph’s Health Care London (SJHC), most senior leaders saw more modest changes in compensation.
CEO Roy Butler earned $483,821 in 2025, marking an increase of about $15,000.
Adam Dukelow, integrated vice‑president of medical and academic affairs, recorded a 27 per cent increase, with earnings rising by about $106,000 from $338,426 to $444,129.
Lisa Porter, the former vice‑president of research and scientific director who left SJHC in August 2025, earned $343,726 in 2025 after working nearly eight months. Porter began the role in February 2024 with a salary of $242,088.
SJHC confirmed in an emailed statement that Porter no longer works at the organization and declined further comments.
Some salaries on the Sunshine List appear to show dramatic changes but are partly explained by shorter work periods.
London City Manager Sandra Datars Bere was reported to have a pay increase of about $135,000. She joined the role in May of 2024, meaning she worked eight months that year.
Datars Bere earned $172,026 in 2024. When adjusted to a full year, that amount equals approximately $258,039, reducing the effective increase to about $50,000.
Julian Birkinshaw, dean of Western’s Ivey Business School, appeared to record a pay increase of nearly $400,000 after earning $254,167 in 2024. He was appointed dean in August of 2024 working only five months that year.
When adjusted to a full year, Birkinshaw’s salary would total about $610,000, representing an increase of roughly $46,000.

- Mayor Josh Morgan: 3.42 per cent increase, from $157,660 to $163,145
- Police Chief Thai Truong: 14.5 per cent increase, from $280,772 to $324,685
- Fire Chief Lori Ann Hamer: 11.9 per cent increase, from $157,660 to $163,145
- Alan Shepard, president of Western University, 4.4 per cent increase, from $484,000 to $506,000
